A recent article profiled development programmes worldwide that are using "technologies for registering, identifying, and monitoring citizens": from biometric border controls supported by the World Bank, to surveillance drones in DRC. The authors warn of a lack of data protection and judicial oversight and argue that "…aid programs that involve databases of personal information—especially of those most vulnerable and marginalized—must adopt stringent policies and practices relating to the collection, use, and sharing of that data".
